भुटानका राजबन्दी रिहाइका लागि एक्यबद्धता र सहयोग गर्न अनुरोध
भुटानमा मानब अधिकार , प्रजातन्त्र र स्वतन्त्राका लागि संघर्षरत राजनितिक बन्दीको रिहाइका लागि विश्वब्यापी हस्ताक्षर अभियान सम्पन्न गरि , अन्तरराष्ट्रिय संघ संस्थाहरुको सहयोग र एकेबद्धताका लागि आह्वान गरिएको छ ।
संयुक्त राष्ट्र संघ मानब अधिकार उच्चायुक्त र ह्युमन राइट्स वाचको दक्षिण एसिया प्रमुखलाई ध्यानाकर्षण पत्र लेख्दै भुटानिज राजबन्दी रिहाइ अभियानका बैश्विक सन्योजक राम कार्कीले राजबन्दी रिहाइका लागि पहल गरि दिन अनुरोध गर्नु भएकोछ । अभियान द्वारा भुटानी राजा जिग्मे खेसर नामग्याल वाङचुकलाई पनि भुटानिज राजबन्दीका धेरै परिवार तेश्रो देशमा स्थानान्तरण् भैसकेकोले उनिहरुलाई रिहा गरि परिवार सँग पुनर्मिलन हुने अबसर दिन अपिल गरिएको छ ।
१९९० मा राजनीतिक सुधार र मानब अधिकारको प्रत्याभुतिको माग गर्ने करिब एक लाख नेपाली भाषिलाई देश निकाला र हजारौलाई जेल हालिएको थियो । ध्यानाकर्षण पत्रमा लामो समय देखि बन्दि बनाइएका आस्थाका बन्दी, मानब अधिकार कार्यकर्तालाई रिहा गर्न भुटान सरकारलाई दबाब दिनु पर्ने अनुरोध गरिएको छ ।
नेदरल्यान्डको द हेगमा बस्ने कार्कीको अगुवाइमा भएको क्याम्पेनिङ विश्वका बिभिन्न स्थानमा रहेका ५३४ जना ब्यक्तिहरुले हस्ताक्षर गर्नु भएकोछ । गत दुई बर्षबाट भुटानमा मानब अधिकार र जन उत्तरदायी लोकतान्त्रिक ब्यबस्थाको बहालीको माग गर्दै निरन्तर कार्यक्रम गरी रहेको यो अभियानलाई विश्वका धेरै देशका नागरिक, मानब अधिकार अभियन्ताहरुको समर्थन रहेकोछ ।
विश्वका बिभिन्न देशमा रहेका भुटानिज् दुताबासमा बिरोध प्रदर्शन , ज्ञापन पत्र दिने र अन्य अन्तरराष्ट्रिय संघ संस्था सँग मिलेर सामुहिक अभियान चलाऊने गर्दै आई रहेकोछ ।

Sub: Reminder – Urgent Action needed to release Bhutanese political
prisoners.
Your Excellency,
My name is Mr. Ram Bahadur Karki, a Human Rights Activist and at
present the coordinator of Global Campaign for the Release of Political
Prisoners in Bhutan based in The Hague, The Netherlands.
We have earlier raised this issue with your good office seeking support and
solidarity in releasing these prisoners. We would like to resend the request
and seek your attention again on the issue.
We would like to seek your support and solidarity for the safe release of
political prisoners in Bhutan. Your Excellency might be well informed
about the human rights and democratic movement that took place during
early 1990s in Bhutan which resulted in eviction of more than one-sixth of
the country’s population. Hundreds of human rights activists were arrested
during the course of many years, aftermath the peaceful demonstrations of
1990s.
Bhutanese Refugee camps were established in early 1991 in eastern Nepal
where till 2008 more than hundred and twenty thousands Bhutanese
refugees were taking shelters under the care of UNHCR. When the 15
rounds of Nepal-Bhutan bilateral talks to resolve the Bhutanese refugee
crisis failed, 8 core group countries resettled more than 110,000 of them
Around 8,000 of them are still living in refugee camps in eastern Nepal
hoping to return one day back to their own country with honour and
dignity.
Your Excellency, despite Bhutan declaring itself as a democracy in 2007
and holding three general elections since then, it has failed to release those
political prisoners whom they have arrested for their involvement in the
peaceful struggle for human rights and justice in the country. Most of
political prisoners in Bhutan were sentenced to life for going against the
country’s pre democratic system and now the democracy has prevailed in
the country, and we feel that there is no reason why they should continue
suffering their lives in the prisons.
Families of those political prisoners who were living in the refugee camps
are now mostly resettled in various parts of the world and ICRC stopped
the family visit programme for them. The wishes of elderly parents to at
least see the faces of their imprisoned sons before their death is vanishing
day by day. Likewise, the children of those prisoners born before their
father was arrested, are longing to seen the real face of their father. Their
wives’ hope of getting opportunity to live with their husbands has been
getting thinner and thinner day by day.
Thus, taking this auspicious occasion we again appeal your high office to
kindly persuade the king of Bhutan to kindly grant clemency to all the
political prisoners and let them live rest of their precious lives with their
families in peace.
Once again, we request your high office to kindly take up this matter as
serious and do everything possible to resolve this grave humanitarian
issue. I look forward to hearing a positive response from your high office
in the days to come soon.
